As you complete the mission to confiscate pills from perps, the actual count "0/5" doesn't update. Instead, it creates a separate mission objective that pops up every time you defeat a perp. The mission itself completes once you've defeated 5 perps.

I couldn't even find the Perps. Unless these are generic bad guys. With 'Perps' being capitalized, I assumed they were some gang.

Perps is slang/shorthand for Perpetrators, the enemy group.
