I think the word "human" is missing from Marcus's dialogue box, as he says "Office of Super and Hyper Affairs", and then abbreviates it as OSHHA. Or there is an extra H. Either way, it's a typo.
I believe that the term "Super" and "Hyper" refer to classes of people, humans, aliens, mechanical, etc. So I think this is as intended- but will confirm.
