Hello Staff, hello fellow heroes!

This is probably a really dumb question and I'm quite sorry. My contact, Marcus, is on the second floor where I am supposed to meet him but I'm not able to puzzle out how the elevators in the Center work. I've clicked the blue panel, both the red panels, and the elevator stays mute. Is there a step that I am missing?
