Very much this. We have to test to see what systems work and are enjoyable to play before we can really start building something to teach others how to play. It's something I keep mulling in the back of my mind while I'm writing characters, lore, and missions.
I think we can all agree that all games have tutorials in some way, shape, or form that teach the player the mechanics. Be it Super Mario Bros. Level 1-1 progressive difficulty, Halo 1's MJOLNIR armor calibration, a separate section marked "Tutorial" altogether, or no intention of a tutorial at all like when I started playing Minecraft, the first time you play is a learning experience that you are either taught or figure out how the game is played. The trick is to make it fun and immersive rather than a laundry list of features to learn about while boring the player to death. Xenoblade Chronicles X, while one of my favorite Wii U games, assaults the player with so much at the beginning for so long, I barely remembered half of it. I can't tell you how many times I found out about something, pointed it out to my best friend, and he said "Yeah... the game told you about that in Chapter X."
