Here is where the major hurdles are in that it's very difficult to account for all the differences in sizes between the two "targets", mainly in getting them to properly utilize the correct grab points. Not sure how big the differences are going to actually be but think about a 4 foot tall "skinny teen" type character and an 8 foot tall "hulk" type character and how different their grappling would be if used on the other character type, then add in all different sizes in between and it'll most likely not become worth it.
This can be solved easy. If the enemy target is too big, just do a holding animation. So you can hold big enemys for some seconds and do some damage just by holding him. Your teammates could use this to attack the big enemy without risk.
You could make the "grappler" power set as some kind of support power set which can hold an control big enemys and suplex and slam smaller ones.
