Ok so I have this power on my scrapper. Just chose it at level 6. Text lists it as a toggle, but when I click it, I lose 3 endurance, and then it just goes back to 100/100. It's supposed to be +Res(lethal + psionic). When looking at my "Character" tab I don't see anything for Resistance. There is something called Damage Absorption, but that is empty. Armor doesn't seem to have anything either. Is this actually a toggle, or is it a on-use type power. I'm level 6 fighting a level 5 Perp Gunner and whether or not I use this power the enemy seems to do 11 or 12 damage to me regardless. I don't know if this power is working at all.

By "Scrapper", do you mean Brawler?

Ya, I meant Brawler. lol As far as I can tell, none of the toggle powers work. And none of the self buff powers like +acc, +damage etc seem to work yet, either.
