I have never seen any game where a starting power was more than Instant to 1 second at most for reuse/recharge

Electricity 2 starting power choices are 3+ & 7+ seconds till reuse/ recharge

I haven't been able to try any other powers because of the constant crashing. BUT just from using electricity range damage starting ability = WAY WAY TOO LONG reuse/recharge time.

reuse for starting power should be either instant or 1 second MAX just like every single other game that has ever been
